Can I Sign Up For Medicare Part B & Keep It For Only 1 Month

I've been getting and will continue to get Medicare Part A free. For a few years, my state's medicaid has paid my Medicare Part B for me. No medicare premium has ever been deducted from my social security benefit.

Soon, medicaid will no longer pay for Medicare Part B for me and I do not plan to enroll in it.

Here is a hypothetical question.

Let's say sometime in the future I know I will need some expensive medical procedure such as, for example, cataract surgery. Can I enroll in Medicare Part B during the general enrollment period (jan 1 through Mar 31), get the surgery in July when my Part B coverage begins, and then drop Medicare Part B so that it terminates at the end of July when I no longer have any medical expenses?

question #2: If I enroll in medicare part B during the general enrollment period (let's say I enroll on the last day, March 31), I understand my coverage does not start until July, so assume I am NOT billed for any months before July since I have coverage until July-is that correct? If not, please tell me what months I would be billed for.

Also, I assume I am billed for one month at a time, not, say, for a quarter. Is that correct? If not, what does happen?
