This is a rather biased article calling for an end to the current medicare system. Everyone agrees something must be done to curtail costs, but I do not think their arguments are sound.
For example they state that "everyone will shop for lowest cost highest quality insurance plans" using the voucher of $8,000 they are given. Some might, most wouldn't. Why, because insurance is so complicated and hard to understand (even more so than Medicare). Also most people trust insurance companies even less than the government. So how can you expect them to trust them to provide medical coverage in their elder years?
